DIRETTIVA DEL PRESIDENTE DEL CONSIGLIO DEI MINISTRI 20 febbraio 2004: Indizione della «Giornata nazionale di Cristoforo Colombo». (GU Serie Generale n.86 del 13-04-2004)

IL PRESIDENTE DEL CONSIGLIO DEI MINISTRI

Visto l'art. 5, comma 2, lettera e), della legge 23 agosto 1988, n. 400; Considerata la rilevanza sociale della riscoperta dei valori storici e culturali che hanno determinato ed accompagnato le imprese dei grandi esploratori italiani e l'importanza delle nuove opportunita' che tali imprese hanno offerto, nei secoli successivi, anche al processo di emigrazione di massa dall'Italia; Tenuto conto che la citta' di Genova e' stata designata, per l'anno 2004, Capitale Europea della cultura; Avvertita l'esigenza di celebrare il navigatore genovese Cristoforo Colombo, protagonista dell'impresa che condusse alla scoperta dell'America il 12 ottobre 1492; Considerata l'opportunita' di favorire il perseguimento di tali obiettivi anche mediante l'indizione della «Giornata nazionale di Cristoforo Colombo», da svolgersi annualmente il giorno 12 ottobre, ricorrenza dello storico sbarco dell'esploratore genovese nel continente americano; Ritenuta, a tal fine, la necessita' di rivolgere a tutte le amministrazioni dello Stato una direttiva volta a promuovere, nei settori di rispettiva competenza, le diverse iniziative, quale momento unitario di informazione e di riflessione sui vari aspetti del tema; Sulla proposta del Ministro per gli italiani nel mondo; Sentito il Consiglio dei Ministri nella seduta del 20 febbraio 2004

Emana la seguente direttiva:

Art. 1

1. La giornata del 12 ottobre di ogni anno e' designata «Giornata nazionale di Cristoforo Colombo».

2. Nella «Giornata nazionale di Cristoforo Colombo» le amministrazioni pubbliche assumono e sostengono, nell'ambito delle rispettive competenze, iniziative volte a celebrare il ricordo della storica impresa che condusse il navigatore genovese alla scoperta dell'America, al fine di favorire l'informazione e la valorizzazione del contributo sociale, culturale ed economico recato con il proprio impegno dall'esploratore italiano.

3. Tali iniziative potranno essere avviate anche precedentemente al 12 ottobre.

Art. 2

1. Per la promozione ed il coordinamento delle iniziative celebrative di cui all'art. 1, e' istituito un Comitato d'onore presieduto dal Ministro per l'attuazione del programma di Governo.

2. Con decreto del Presidente del Consiglio dei Ministri sono disciplinate la composizione, i compiti ed i criteri di operativita' del comitato di cui al comma 1.

3. Ai componenti del comitato di cui al comma 1 non spetta alcun compenso per l'attivita' svolta nell'ambito del medesimo.

La presente direttiva, previa registrazione da parte della Corte dei conti, sara' pubblicata nella Gazzetta Ufficiale della Repubblica italiana.

DIRECTIVE OF THE PRESIDENT OF THE COUNCIL OF MINISTERS February 20, 2004: Announcement of the "National Day of Christopher Columbus". (GU General Series n.86 of 13-04-2004)

THE PRESIDENT OF THE COUNCIL OF MINISTERS

Having regard to Article 5(2)(e) of Law No 1/80 of 23 August 1988; Considering the social importance of the rediscovery of the historical and cultural values that have determined and accompanied the enterprises of the great Italian explorers and the importance of the new opportunities that these enterprises have offered, in the following centuries, also to the process of mass emigration from Italy; Considering that the city of Genoa has been designated, for the year 2004, European Capital of Culture; Felt the need to celebrate the Genoese navigator Christopher Columbus, protagonist of the enterprise that led to the discovery of America on October 12, 1492; Considered the opportunity to promote the pursuit of these objectives through the call of the "National Day of Christopher Columbus", to be held annually on October 12, the anniversary of the historic landing of the Genoese explorer in the American continent; Considered, to this end, the need to address to all State administrations a directive aimed at promoting, in the areas of their respective competence, the various initiatives, as a unified moment of information and reflection on the various aspects of the theme; On the proposal of the Minister for Italians in the world; Having heard the Council of Ministers at the meeting of 20 February 2004

Issues the following directive:

Art. 1

1. The day of October 12 of each year is designated "National Day of Christopher Columbus".

2. On the "National Day of Christopher Columbus", the public administrations assume and support, within their respective competences, initiatives aimed at celebrating the memory of the historic enterprise that led the Genoese navigator to the discovery of America, in order to promote information and the enhancement of the social, cultural and economic contribution made with their commitment by the Italian explorer.

3. These initiatives may also be launched before October 12.

Art. 2

1. For the promotion and coordination of the celebratory initiatives referred to in art. 1, a Committee of Honour is established, chaired by the Minister, for the implementation of the Government programme.

2. By decree of the President of the Council of Ministers, the composition, tasks and operational criteria of the committee referred to in paragraph 1 are regulated.

3. The members of the committee referred to in paragraph 1 shall not be entitled to any remuneration for the activities carried out within the committee.

This Directive shall, after registration by the Court of Auditors, be published in the Official Journal of the Italian Republic.
