When will Americans be allowed to travel to Italy again?

As of Wednesday June 3rd, Italy is allowing international tourism from within Europe for the first time in almost three months. However, non-urgent from outside the EU bloc is not expected to be allowed until at least June 15th. While the EU rolled out a plan to loosen travel restrictions over the summer holiday season, it too was only talking about travel within Europe.

So what's the situation for people who want to travel to Italy from the US, Australia, India or anywhere else outside the EU or Schengen zone? The EU in March brought in a ban on all non essential travel from countries outside either the EU (which for this purpose still includes the UK) or the Schengen Zone.
