Joan F. Mangones, a highly respected attorney and passionate advocate for legal rights, a former St. George resident who served as a staff attorney for and then head of the Staten Island office of the Legal Aid Society's Civil Division, died Nov. 18 in Cheshire Medical Center, Keene, N.H.
Born Joan File in Grumo Appula, Italy, she immigrated to the United States in 1929, with her mother, Laura, and brother, Joseph, to join her father, Carlo, who had immigrated earlier, meeting him in the Great Hall at Ellis Island. The family moved to Westchester Avenue, the Bronx, and she went to school there.
